The UK has imposed a travel ban on 2 people:
- Nazem Ahmad, a suspected Hizballah financier designated by the UK on 18 April 2023 for the purposes of asset freezes; and
- Mustafa Ayash, designated for asset freezes by the UK on 27 March 2024 for promoting terrorism through his involvement with Gaza Now, a terrorism-promoting media network.
OFSI has published a notice of the travel bans.
This is the first time that the UK Treasury has used its power to impose a travel ban under the “domestic counter terrorism regime” used to target those who are suspected of being, or to have been, involved in terrorist activity in the UK but are not UK nationals. The Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019 give the UK Treasury the power to designate individuals for the purposes of (1) asset freezes and financial sanctions; (2) director disqualification sanctions; and (3) travel bans. This is the first time that travel bans have been imposed using these regs. Both Ahmad’s and Ayash’s previous designations were for asset freezes under the Counter-Terrorism (Sanctions) (EU Exit) Regulations 2019.
