Local reports in Turkey suggest Mr Potter was hit by a car near istanbul’s Naval Museum.
Ekol TV said he was then hit again by another vehicle while on the road.
Rangers scarves and shirts have been left near the crossing where the incident took place.
A Rangers statement said: “The immediate thoughts of everyone at the club are with their family and friends at this incredibly difficult time.
“We are remaining in constant contact with both the Turkish and British authorities over this tragic incident.”
Fenerbahce also paid tribute to Mr Potter.
The club said: “Our heartfelt sympathies and condolences go out to his family, Rangers FC, and their community.”
The Foreign Office said it was in contact with authorities in Turkey.
