LTL estimated 65 jobs would be created during construction, while an extra 93 roles would be needed for the operational aspect.
They have also pledged to provide opportunities for local schools and disadvantaged groups.
Founded in 1928, the area consists of an 18-hole course dissected by the River Alt.
While the golf course is located in Knowsley, the land is owned by Liverpool City Council, who leased the course to LTL for 150 years in 2019.
A new nine-hole golf course will also be constructed on 52 acres of disused land near the existing site.
There are also plans for a new two-storey clubhouse with a bar, restaurant and function space.
The current clubhouse is expected to be transformed into a training academy with overnight accommodation for golf professionals.
