England begin their tour of the West Indies on Thursday with the first of three one-day internationals.
He will instead fly out to the Caribbean for the five-match T20 series, which starts on Saturday, November 9.
Michael Pepper has been called up in Buttler’s absence, while several other youngsters will be looking to impress.
Dan Mousley, John Turner and Jafer Chohan have also been included, with Chohan the first player from the South Asian Cricket Academy to make the international set-up.
England were beaten 2-1 by the hosts in last year’s series, before losing the five-match T20 series 3-2.
England play the first match of the ODI series against West Indies in Antigua on Thursday, October 31.
