Surrounded by jubilant, dancing crowds in the city’s Times Square, the man dressed in black can be seen in the clip, shared on social media, spooning a substance up one nostril as he holds closed the other.
A spokesperson for Northumbria Police said: “We have been made aware of footage circulating on social media of a male appearing to take a substance while in Newcastle’s Times Square (on Sunday) evening.”
They added that enquiries were ongoing and asked anyone with information to contact them.
England had faced a humiliating exit from the tournament in Germany before a last-minute comeback saw them squeak past Slovakia and into a fourth successive major quarter-final under Gareth Southgate.
Jude Bellingham came to the rescue with a 95th-minute overhead kick before Harry Kane sealed a 2-1 extra-time win.
The national side, who have faced criticism over their lacklustre performance, will next face Switzerland on Saturday.
